does this count as white text on white background?

I've heard google penalizes for that.

Ok, say I have white text (CSS) and my background is white, but at one point I have some white text that is over top of a dark blue background image. So the background is white and the text is white, but the white text is over a dark IMAGE so it's visible to the end user.

WIll i be penalized for that?

i'm not hiding it, but google might see background color = white, text color = white, hidden text, ban.
 
I doubt they even do a check for background vs text color anymore, or if they do, it has about as much relevance as meta keywords tags.
 
I don't know a lot about this since I haven't done it but I would say you are fine.

I've 'heard' that they never just ban automatically, it flags for manual review, and the reviewer uses their discretion/common sense, but no hard facts to back that up I'm afraid...
