Im looking for a program thats not as costly as tube automater . but will only just rate the videos on youtube . does any have a program that will just rate youtube videos ?

That combined with the youtube plugin would work rather well. would still need to create each post though, unless there's a way to scrap youtube videos by tags into a csv, then have the post auto embed the videos. Cuz then wfreview could autopopulate a bunch of posts and generate premade reviews.
However Trigatch4, I'm going to bet that its more costly than tube automator which the OP said he didn't wana pay.
yea if its gonna cost more than im probably not gonna wanna do it but if theres anything cheaper and simple just let me know
well if you use wordpress (free), then get the youtube plugin (free) to post videos embeded withing a post, then download GD Star Rating (free). You could probably hack up, at the very least a 5 star rating setup for each youtube video (you manually post though).
