Do you need to register somewhere to use Adwords Editor?

I cant seem to log in using my gmail email address and my password. It says:

Either the account you are trying to access does not exist, or you dot not have persmission to modify this account.

do you have an adwords accounts under that email address?
 
I have the same problem. I've never been able to login to adwords editor. Even after version 4.
