I am not sure but running GSA on Digital Ocean might not be a good idea, they don't allow these kinda activities AFAIK.
People have to report you to your webhost before your webhost can care.
I only skimmed SEREngine's marketing, but it seems to automate blog creation and user registration on other sites. Unless it does things more shady than that, it sounds pretty standard and not very risky.
Just spin it up on a $5 DO box to test it. Linode gives you 8 virtual cores with each VPS - much beefier - and starts at $20/mo if you find yourself saturating CPU in your DO box.

^ wouldn't work. You'd need at least 2GB of RAM due to GSA's multi-threading capability.

Just find an European hosting company with Windows VPS, pay for decent proxies and you're all set. I used to pay around $40/mo for a server that allowed me to run GSA + CS @ 450 Threads without problem. On top of that, add Xrumer and other backlinking automation apps.
