There is no difference. It's just a way for you to have multiple accounts within their rules.

The difference is that a business account can't interact with personal accounts. e.g. Have friends, join groups, etc. But they can manage pages and ad campaigns.

a business account can add a dev. key. it's just like with personal. plus, you can have multiple logging in without logging out the other person (like a business partner)
