I wrote an mirc script about 10 years ago that does exactly that, and after a few months in some channels it started to be quite convincing, i'd say cleverbot is 99% built on that, and 1% using Google or some such to reference sentences beyond its knowledge

User: I'm Ken.

Cleverbot: Ken, that's a cool name.

User: Your name is lame.

Cleverbot: That is mean. How would you feel if I told you that your name was lame? You hurt my feelings. You should apologize.

User: I will never apologize.

Cleverbot: Why should you?

User: I know, right?

Cleverbot: What's your name?
