cheapest person/company to do webdesign for you besides your self?

If it is just design, try templatemonster or boxedart for layout / design ideas. I use these templates a lot, however, I heavily modify them for faster loading. :)
 
Friends. IMO getting cheap stuff is all about knowing people, it's all business. You do something for a person, they give you a favor in return. Perhaps you start posting in your friends forum a lot for him. In return, you ask him to design you a template for really cheap.
