100% uptime is absolutely impossible to maintain you just cannot guarantee it. Sure you can set a SLA in place say yeah we're down we'll refund x amount of money. But at some point sites will go down so keeping 99.9% over the course of the year is pretty good. This is especially true in a non clustered environment which you cannot get for these sort of prices anyways. My thoughts though

Not impossible, but very hard to maintain.

I would suggest not hosting with this guy, he is very unreliable, and has been banned on every forum he posts on except his own. He promising adult, and proxy hosting, but his datacenter says otherwise. So if you want to host with him, and then get suspended by the DATACENTER, then go ahead. :bowdown:
