All things considered, I think they're massively overlooking a few things here.

I recall reading as study that stated the majority of urban vehicles spend less than 5% of their time more than 15km away from their owner's home. Which translates to "Most people drive to the local shops and work, which is usually pretty close anyway if they drive there".
As most of those trips will be with a single occupant in the vehicle, then perhaps refitting golf-carts into single occupant vehicles designed for short trips actually would be of some good use.

You're also less likely to kill someone if you hit them with a golf-cart.
