Want to upgrade from a shared hosting account with GoDaddy (I know they are a piece of shit). It primarily has not to do with traffic, but I want to do URL rewriting and GoDaddy's Apache version is old and outdated. Maybe I need a VPS or maybe there is some other shared hosting company where I could do this shit. I wonder if it makes more sense to look for a company in Canada and pay Canadian dollars. If you have any thoughts on this I'd be interested to find out.

Depends on your target market.

For my international sites, I go with US hosting.

And for my Canadian sites, I go with a few good CA host.

I know a couple of good canadian dedicated hosts - but personally I'm starting the switch over to the cloud baby.

Joyent is a good solution if you have something that you need to be flexible in terms of scalability.

Also, you want to make sure that if you are doing something that could potentially get you in trouble *cough* acai google money porn grants gambling *cough* that you make sure to find out if you need an offshore host for a bit of extra protection.
