Can Someone Recommend a Good CPM Network?

I have a site that I am struggling to monetize (currently making about $1 per month via Adsense) however it gets a decent amount of page views.
The site gets about 3,000 UV's a month mainly UK traffic.

Does anyone know of a good CPM network that would be suitable for this site?

I'm trying to work this out. Either your CTR rating is absolute garbage (likely due to optimization), your niche is super crappy for Adsense, or you are getting bot traffic, or most of that 3,000 is you checking it from every device you encounter, or your CPC is fractions of a penny.
