Can someone make me a Rick Roll themed LP

I would like to get a landing page designed with a Rick Roll theme.

Some people have been saying that the networks will run custom landing pages.

I have no experience doing this, can someone tell me a person to contact at one of the networks who will run a custom landing page if I get it designed?

As far as I know, in order to get your own custom landing page for an offer thru an affiliate network you'll have to deliver big volume before they even consider it.
