Can i do this with AdWords ?

I found a very specific website in a very specific niche, it has google adsense all over it. Also banner ads by google. Can i somehow , through Adwords or AdBrite ... ? buy advertising place over there ? Basically can i target just that 1 website, that very specific banner space ?

If so ..how ? And what will determine the CPC for it ?

Contact the site owner and run direct. No need to pay G and put up with their BS to manage an ad for 1 site.

The site owner will see what im doing, will take me down and run it himself. OR will ask around 50k$ a month to place the AD ... either way ... sucks.

Then the CPC will be higher

The CPC will be determined by competition, like anything else on AdWords. Your placement vs. any other ads targeting that placement vs. any content network ads targeting keywords on that site. And yes, Google will review, since placement targeting is still content network.
