Can Apache suEXEC protect against this?

Can it prevent each of my virtual sites being able to run scripts able read/write the other virtual sites' files?

eg: stop someone I buy a site from being able to nest a trojan in some random file for snooping into my other sites.

Just wanted to make sure this is the best solution to the problem before I try setting it up...

What you're looking for is php's open_basedir. With that a user can't access any files not in their defined base directory.
