Keep getting throttled by my current host, and wondering if any of you know any good (preferably European) server providers that can do at least 100mbps guaranteed? Need to be BH friendly, i.e. won't turn your server off for scraping sites / whatever else at full capacity. So a true 100mbps dedicated line, with reasonable support & good network uptime.

You're probably better off looking for a colo. They'll be more lenient on network usage, but I doubt by much if your server is getting hammered by DDOS attacks and what not.
