Best time for Media Buy conversions?

I'm new to media buying and have a few campaigns set up on site scout that are performing quite poorly. My question is this...

I have my campaigns set to run whenever impressions are available (up to the daily spend limit). Should I set them to only run during certain times of the day? Are people more likely to convert during certain hours - or is it completely dependent upon the product/service?

In addition to times, are there certain days of the week or months where people convert better/worse?
