Rankhack was the best, imo. Don't think it's around anymore. $150 got you about 250,000 links within a few weeks. It was scary.
 
There is a guy called sko...ooops. That's a secret. Shouldn't be outed.

Go to fiverr and order a handle of the top ranking backlinking gigs, using the exact keyword your competitor is trying to rank for.

Example: competitorrealestateorlando.com

Order fiverr links to the home page that all target real estate orlando.

He'll start to drop after 3-4 weeks or a monthly refresh.
