conversion rates are cut throat it seems, i was wondering how lax do merchants leave their AVS settings on their cc gateways?

any merchants on here that run offers, id love to chat about a few questions i have in private

How lax? From someone who used to run a business that processed orders online (in a high-fraud industry), lax AVS and automated fraud screening tools only end up burning advertisers in the end. The response codes should be either all info matched, address matched but zip didn't, zip matched but address didn't, neither address nor zip matched, or the card issuer was a "global non-participant" (foreign card). Discover and Amex had slightly different codes. If no information matched, or part of the information (address or zip) didn't match, it only makes sense to reject and ask the buyer to re-enter their information. The last thing that merchants need are chargebacks that were preventable.

what seems to be happening is massive credit card fraud (scamming affiliates) who are using stolen cards, but everything matches, they are scamming the network to steal payouts

and i am getting declines on avs zip code matches on real orders

really frustrating =/

There should be no reason why a correctly submitted order would have a zip mismatch.

As for being scammed by affiliates, blame the network, and run from any (or work with them) who cannot detect these fraudsters. Are you running any sort of IP check to flag orders that may be coming from outside the country? If possible, I'd suggest finding a solution that will reverse-trace IP addresses and flag all orders with an IP address location that is significantly different from the location of the customer. Yes, it'll add manual verification work, but it'll flag a lot of fraud - It'll flag some legit orders too, but better safe than sorry.

If you'd rather have an out of the box solution, check out Fraud Loss Protection and FREE Fraud Protection Tools with CDG Commerce or MaxMind - Credit Card Fraud Prevention . I don't have experience with either of those fraud solutions (CDG if you're willing to switch CC processors, or MaxMind which can work with different gateways I believe), but I've had good past experience with CDG.

As for networks not catching fraudulent affiliates, it is a big problem right now. I've caught tons of fraudsters over the past few years, and I'm surprised that so many are still slipping by, at an alarming pace. Every instance I've caught should have been very easy for networks to catch.
