i know a bit of french, if that is what you are looking for. or does it specifically need to be someone from france for whatever reason? have you tried this place: Europe Registry |European ccTLD and EU Domains Registration | Europes Trusted Registrar ?

.fr domains are a pain to get but sometimes you will find that a basic $30 GB ltd company (non trading) can have a lot of benefits. i have one set up only for domain reg and I applied for all domain extension requirements including an Australian ABN number etc so I can register .com.au domains which are pretty hard to come by.
