Yeah you are right.. Good Budget means good quality

You definitely get what you pay for. I wouldn't even consider designing one mockup within that budget. So, it might be better to just pick a default theme and run with it

There are some pretty decent free themes as others have suggested, but I don't think you'll find anyone skilled willing to do two mockups at that price.
