android ad targetting by apps installed?

Is there anyway to target Android users by the apps they've installed? So I can list package names like com.king.candycrushsaga and only they see the ads. I know the networks are getting this info but they're not giving it as an option on the targetting pages of the ones I looked at.

It feels weird actually asking an affiliate marketing question on this forum these days but I can't think of anywhere else to post!

On Adwords if you select mobile campaign, there is a way to search for apps to target. They may have gotten rid of it when they dumbed everything down recently.
