Doesn't necessarily need to be with PPC, although that's the most common way to go about it. Pretty much all you have to do is direct link to offers - ex. Linking to a zip submit on Twitter.

Starting out I'd recommend MaxBounty - they don't really require you to have too much online income before joining, great for someone just starting out.

You're going to need a website either way for tracking. PPC certainly isn't a budget solution.

Many people do it through Youtube videos, giving away free ebooks (stuffed with aff links) in forums, etc.

In the end why wouldn't you spend the $10 + $10 a month for a website when you're running an ONLINE business. It's just silly to not get one, even if there are ways to not use one.
