I started a new campaign for a site never used before, AdsBot-Google has therefor never visited the page, it's at least not showing in my logs.
When i finished setting it up my estimated ad position would be 1-3 and my Default Bid - Max CPC is virtually double the estimated CPC.

Running the diagnostic tool i was advised to raise the Max CPC bid as there where to many positions taken and my ad could only be placed in a higher position then.

If my estimated ad position is 1-3 and my Default Bid Max CPC is virtually double then the estimated cost per click how come the ad isn't showing?

It's a competitive niche by the way.

I'm a little bit confused about this, interesting part is that i did see an IP in my logs from Google not short after completing the campaign settings.

The ad is relevant to the offers being made on the page so relevancy wouldn't be an issue as it's spot on.

Thanks in advance for some pointers and advice.

Edit: I just noticed some impressions appearing in my Adwords account so the ad does show only not on the first page.
Would this improve when the Adsbot has made a crawl? Keeping in mind that i did take measures as best as i know how to improve the quality score.

Sometimes it takes a little while, like a few hours, for a campaign to get up to full speed. Your budget and CPC could definitely be affecting it though. I'd focus on improving the quality score, and maybe up your CPC a little bit more.

I have not seen the Ad bot in my logs so hopefully after a visit QS would kick in - in a positive way and increase my ad position.
It now fluctuates between page 3 and 4

the estimated ad position tool is crap. it doesn't take into account many aspects of ranking. I'm not even sure if it even takes the amount of advertisers into consideration...
