It means you have reached the daily budget you set for yourself. Two choices, increase you budget or wait until tomorrow and your ads will start showing again.
I suspect your account is quite new and you've got no real history. If you're trying to spend more than about $50 a day, Google won't let you until you've consistently paid them. They'll then increase it a bit and again see if you pay and repeat the cycle. At least that's how it used to be.
Alternatively just bosh a load of money in your Google account as pre-pay.
