Make sure to fully comprehend the TOS in detail before putting any ads online...google doesn't hesitate and bans accounts for the slightest violation.
Yes that will be against Adsense TOS. Why would you want to put up a site and have pages on it saying "coming soon" I detest some sites that have that. You go to a site and read everything about something and then click the link and it says "coming soon" and it takes about 2 or more months to come and then sometimes it never comes on some sites. If you have not got a page, then it's best to not have it at all than having something saying "coming soon". Just my thoughts, lol.
you forgot the 'and will also ban you if your site receives invalid clicks...no matter where they are from...and even if you email them twice saying there is some suspicious activity/possible invalid clicks....they won't bother replying and will ban you.

invalid clicks...at least for me meant a VERY high CTR. I had something like 100 page visits, and 900+ clicks on ads.
In valid clicks can and doesn't always lead to a high CTR. If you purchase traffic then you will have to worry more about getting invalid impressions as some of the sites you purchase traffic from could you techniques to pretend they have sent more traffic to your site than what they really did using robots and things (mainly concerning them get 10,000 unique visitors for $9.99 package type of things and not really Adbrite, but you never know I guess).
Another thing you could do is to make a simple home page with a couple paragraphs describing your new product and stick a capture form at the end so visitors can sign up to be notified when the website and / or product is available.
This way you can begin building your list even before you're up and running, which will make your first day that much more profitable.
