Adsense, TOS concerning cloaked sites

Im not sure that I quite unaderstand this fully, actually I do understand it, but am not sure if it would apply to a cloaked site.

Web pages displaying our ads, search box, search results, or referral buttons may not be loaded by any software that can trigger pop-ups, redirect users to unwanted websites, modify browser settings, or otherwise interfere with site navigation. It is your responsibility to ensure that no ad network or affiliate uses such methods to direct traffic to pages that contain your AdSense code.
If the site in question has say, Index_1 and Index_2, Index_1 being the bait for the SE and 2 the human page. Do you think this could be considered ;

methods to direct traffic to pages that contain your AdSense code
If so does anyone know of any contextual ad networks that allow this type of thing?
