I am from India, but i have my workers who are from different parts of world, I will 90% try to make account from the country which you need.

And regarding test campaign, If you need that then i can make one campaign and show, but for that i would like to charge $30.

Account cost is just $20 but if you need any test test campaign then the price of the account is on little higher side.

not to be a downer, but be careful with bought adwords accounts - i got one recently and set up my campaign - but google are careful and I'm not sure all that they check but certainly original IP etc - anyway the adwords account disappeared completely from that google account before ads started running

i would pay to have your ads set up by provider if you can on their end
