I am looking into setting up 100 different websites on 100 different ips. Each ip of course connected to its own domain name.

Any advice where I can get a good deal on this?

Put up sites. Buy IP block.

Wait a week.

Put up more sites. Buy IP block.

Wait a week.

Put up more sites. Buy IP block.

Rinse and repeat.

There are places that offer "seo" hosting but it's crappy shared hosting that you will hate. 50 dollar vps, and buying ip blocks spread out over time will cost you about the same with better control.
