100+ domains = multiple c-class hosting?

I have a client that owns 100+ domains that are keyword specific to their industry. They want to get them set-up to generate customer leads and pay me based on each form filled out. I’m thinking about building WordPress based mini-sites to target these long-tail terms. Should I be looking into multiple c-class hosting to get cross-link value? Does it bring enough of a benefit to spend the extra $ and effort?
