First, he would have to disguise himself as one of them, and whenever something controversial happens, he would wait till the mob start gathering and cry, then become the loudest, and start directing the crowd. Law #28, #35, #39, and #42
The person would have to create a following by becoming friends with other in power and eventually leveraging their names to show he is associated with the others in power - therefore creating an allure around his own persona. But the key is to have the powers at be contact him instead of the other way around. Law #8, #23, #34, and #38
Unfortunately, he cannot rely solely on the efforts of others, he will have to put out his own work and theories to get the attention of the masses to really create a following of his own. His efforts must seem effortless. Law #9, #27, #30, #32.
His existence has to have controversy OR a bit of magic allure. The reputation cannot be perfect and EVERYONE can't like them. It's easier to spread your message when people hate you versus love you. That will have the individual gain popularity rather quickly - especially if influential people start discussing the character amongst their inner circles. But never outshine the masters - Law #1, #5, #6, #24, #28, #31, #41, #43, #44, #46.
The best advise is the character has to be a constant mystery, and cannot be predictable. They have to be like water - formless. - Law #16, #17, #20, #48
That's what I think would be needed to create a WaFo guru. Has it been done perfectly? who knows... maybe. But at the end of the day, it is just a character - might be a fun experiment.
