So all my pages got slapped 50 positions after some shady linkbuilding. What should I do? The niche is pretty low comp, I had emd at #9 with just onpage seo. I would like to get a new domain and reuse the content but I'm not sure how to go about that or if its even a good idea. Or should I get new content and new domain and hope that the old site comes back someday?

I had a slap about a year ago on a site that I built some powerful links to. It was in position #67 and got blown out of the top 1000. I left it for a few months and it popped back on its own eventually.

So can I take down the content on the old site and reuse it on the new one or would it be better to start all over?

Google states that a slap can be reverted if the problem is fixed within the first few weeks....

Would be extremely hard to remove all those backlinks you made

The typical length of a slap is six months!

Move on until it comes back my friend

You should remove all the dubious backlinks and ping the search engine again to accelerate the crawling. Once your website will get crawled, your penalty will be revoked.

Yup its going to take some time but its possible for you to get back to where you were. I would def get rid of the spammy/shady backlinks as soon as possible.

Time heals google's heart

I mean sometimes if you keep blasting your site with links you can get it out of the sandbox, or reverse the slap you're talking about. But it sounds like your niche is insanely easy and you might be better off just building another site instead of investing time and money to get your current site back up - if you're going to reuse the content make sure the other site is deindexed.
